Hotels and resorts are an integral part of a tourist’s visit to a place and the services offered by them can make or mar a visit completely. Vacation ownership, popularly known as Time Share, is one of the fastest growing components of tourism. Time Share Resorts (TSR) are increasingly becoming popular for leisure holidays and family holidays, etc.
With the aim of providing standardized world class services to tourists, the Government of India, Ministry of Tourism has laid down a niched procedure and approval process for hotel/resort construction and development.
For 5 Star, 4 Star and 3 Star categories, The Hotel & Restaurant Approval & Classification Committee (HRACC) inspects and assesses the TSR based on facilities and services offered.
Project approvals are also given in all the above-mentioned categories at the project implementation stage.
Construction and development of a resort is an elaborate and extensive process with many intricate sub processes involved whether it’s the development of a jungle resort, beach resort or an inland luxury hotel.
Indo-Assist takes you through the entire process of construction & development of the resort in line with the guidelines as laid down by the department of Tourism, Govt of India.
Fundamental steps involved in the process are:
- Site Survey and identification of site boundaries: Finding an adequate area of land at a suitable location favorable for resort development. Preparing the land for resort construction (clearing of the land, earth filling, boundary wall construction)
- Name changes in revenue department in line with the proposal
- Combined drawings with respect to field measurement books.
- Topographical survey, combined sketch and contour maps
- Clearances and Approvals:
Obtaining EIA clearance, coastal regulatory zone (CRZ) permission, and other relevant NOCs from regulatory authorities and government departments are essential for resort development.
Planning and obtaining maximum building efficiency to ensure plot utilization is maximum for all projects of the coast land and otherwise.
- Consent to Establishment: Coordinating with the Pollution Control Board (PCB) and Health Department to secure consent to establishment is a crucial step in the approval process.
- Police NOC: Permission for safety and use of amenities like swimming pool, gym, jacuzzi, bars and dance floor from local police (minimum SP/DC range), district collector and concerned authorities.
- Traffic NOC: Obtaining NOC from the local traffic police.
- Fire and Rescue services NOC: Obtaining NOC from the fire and rescue services department is a statutory requirement for ensuring safety compliance.

TO OBTAIN STATUTORY APPROVALS FOR PROPOSED CONSTRUCTION OF MULTI-STORIED COMMERCIAL AND RESIDENTIAL BUILDINGS
“Building” is any structure constructed whether used for human habitation and/or
other purposes. A building typically includes a foundation, plinth, walls, floors, roofs, chimneys, plumbing, building services, fixed platforms, verandah, balcony, cornice or projection, part of a
building or anything affixed there to, or any wall enclosing or intended to enclose any
land or space and signs and outdoor display structures.
Multi-Storeyed building is a building that exceeds 4 floors and/or 15.25 meters in height.
An ordinary building is a residential or commercial building, which does not fall within the definition of special building, group development or multistoried building.
“Row Housing” means a row of house or
buildings with only front and rear open spaces.
“Height of the Building” is the height measured generally from the formed ground level within the plot abutting the road up to the roof level of the topmost livable floor.
“High Rise Building” is a building exceeding 18.30m height.
There are several steps and procedures involved in the construction and development of multistoried buildings and residential buildings.
Also involved is a niched approval process for different types of buildings.
The Director of Town and Country Planning submitted draft Zoning regulations on use of land and building particulars in urban areas. These regulations list out the uses permissible in each of the use zones and the restrictions to be imposed.
Urban areas may be divided into the following six major use zones.

Pre-Construction Stage:
Planning Permission from DTCP
Planning permission from District Town and Country Planning (DTCP) is a necessary approval where the govt norms and special conditions will be mentioned in the permit. Proper guidelines will be followed in line with the DTCP, and special permissions will be sought by Indo assist with respect to the proposal submitted by the applicant.
NOCs from respective departments
No objection from various departments as per the site condition will be forwarded by DTCP to the respective departments and based on the recommendations from various authorities the proposal will be finalized by DTCP. Special attention will be paid by Indo-Assist to ensure the recommendations are sent to DTCP without any issues.
NOC’s
Tamil Nadu Fire and Rescue Services – No Objection Certificate
Drawings will be submitted in Fire office with Request letter for release of Fire NOC.
File Scrutiny will be completed, and site inspection will be made based on the submitted drawings.
Based on the inspection report by District fire officer, recommendations will be made by DFO, and file will be forwarded to Head office Chennai for further process.
Airport Authorities of India – No Objection Certificate
Site Survey by authorized consultant of Airport authority will be conducted to capture the latitude and longitude of the proposed site along with the airport map which will be shared to the authorized consultant by AAI.
Based on the survey report, attested maps will be given by the authorized consultant and the same will be logged in to the online portal of AAI for further process.
Recommendation with respect to height will be issued by Airport authority of India and the same will be sent to DTCP for further process.
India Air Force – Tambaram – Chennai
Building Permit from Corporation/Municipality & RERA
Based on the planning permit released by DTCP the local municipality/local body will release the building permit to carry out the activities as per the approved plans.
Environmental Clearance – SEIAA
Recommendation from State Environment Impact Assessment Authority will be issued based on the proposal which the applicant submit, and various terms of references will be made in the panel set by the state government and is a tedious process wherein normally it will take 14 to 16 months to issue the NOC. Indo assist will ensure this is released in 90 working days.
Vetted Drawing from PWD – Structural Department
- Note from DTCP along with submitted structural drawings will be sent to PWD – Superintending Engineer – Structural department for further process.
- Structural drawings will be vetted along with the soil test report.
- Based on the report and recommendations from both the authorized authorities, the file will be processed further.
Building Permit from BDO & RERA
- Forwarded approval copy from DTCP (Planning Permit) will be scrutinized.
- Site Inspection will be made by respective officers.
- Post completion of fees payment file approved drawings will be released to the applicant.
